Mr Smith can use another manager from another pub to hold the licence until the new manager has passed the exam and has been vetted by the police, we are not hear to make judgments on people we dont know and we should not use this site for that reason, give people a chance they may turn out better than you think, in my experience they usually turn heel and run, when they realise what is involved in running any pub let alone one of smiths

The pub premises licences are always in the name of the company. Managers must have a Personal Licence and are the Designated Premises Supervisor. A relief doesn't have to be the DPS but should have a personal licence. Anyone applying for a personal licence is checked by the local authority licensing department and has to have already passed the BII National Certificate for Personal Licence Holders. If a relief gets the full time job then they have to be put on the premises licence as the DPS. Assuming they haven't seen the light and legged it!

the cambridge  in middlesbrough open again smithy was so desperate he has made the security man the new manager lets see how long he will last Humfrey dos not give a toss about  us the people that have drank here for years i work in a hospital wonder if smithy  will give me a pub to run iv never pulled a pint in my life :'( :'(

I think not having pulled a pint in your life may be a definite plus factor to be honest, I know of at least 3 couples who have been taken on pretty recently that have no experience whatsoever.

One guy has been taken on in one of their "Flagship" pubs...he had no experience either, mind you to be very fair to the guy he has done well and the beer is blob on, so it doesn't always mean that lack of experience is a bad thing, sometimes enthusiasm can make up for a lot.

Sams currently want people with very little or no experience at all, that way you don't know how bad it is now compared to how good it was to work for Sam's not so long ago.

Does anyone know what if any checks these new managers undergo do the police have no say in the licence any more, H.S just put new mangers in my old pub there not fit to run anything well known in the area would never have got a pub in the good old days :o.

Yes sadly you are right, not so very many years ago to be a Pub Landlord was a pretty responsible job, they were seen as pillars of the community, and sadly it does seem that despite a thorough overhaul of the licencing regs recently some apparently unsuitable people do seem to be let loose running a pub.

I say that guardedly because it is not for us to judge anyones fitness to run licenced premises by looks alone or indeed just because they are "well known in the area"...the procedure for personal licencing application does include a declaration of criminal convictions and indeed some convictions prohibit applicants from holding licences ie. drink driving, gbh, serious assault,robbery and a whole list more that I can't remember offhand.
