From all the information I am getting, it's likely that such rule breaking/bending is done with the best intentions for the pub and it's customers - but in complete ignorance due to; A) minimal low-quality training, and, B) inadequate support from the Area Manager - who in the 'old days' would have observed such practices, and advised new and inexperienced managers otherwise.
Of course Humphs would probably not agree, as he was the one responsible for all of the adverse changes - and then when things go wrong, blames the newbies and gives them the boot.
It would probably be nice to have someone warn new managers of the risks they take, not observing the strict regime. However - shouldn't Humps be doing that? Time for another circular?
Of course there is one other posibility - which has just come to my attention. The new managers have possibly just realized what they've got themselves in for - and decided, 'oh what the heck - we wont be here for long anyway!'.
