Is Sam Smith's short of money???

Went on a Sam Smiths pub crawl on Saturday and saw this notice in one of the pubs. Can the bar staff enforce the fine?

Thats one of the best signs i've seen in a Sam's pub. I know about people not standing on the steps smoking and no drinks outside after 11pm, but that seems a little extreme

Could this pub be in one of the areas that ban outside drinking? Has the manager been warned by the licencing authority or the local plods that his customers have been spilling over the threshold and enjoying the balmy summer air ( or more likely a less than balmy cigarette)? Our sleepy little local only has a sign telling you to be out by 11.30 pm, by which time most of its elderly clientele are in bed anyway!

Yes I do think you are right but the sign reads like it's a pub rule and not the councils rule. The pub in Question is on a very busy street and I would think that drinking outside on that street is banned but I do not know if that is true or not.

I would say that it is the local authority who have imposed the rule and fine and the pub put up a sign which doesn't read very well/accurately.  As mentioned, the pub may have been warned by the local authority about its customers drinking outside.
